Presidential Executive Order 14432, signed Sept. 29, 2026, directs the federal government to establish America.gov as a unified digital portal for individuals seeking federal information and services. The order, published Oct. 2, 2026, requires the Administrator of General Services, in coordination with the Administrator of the National Design Studio and the Director of the Office of Management and Budget, to operate the site as a single point of entry.

The order aims to streamline access so users can discover, access, and complete transactions without navigating multiple agency websites. It establishes a policy to provide a “conversational point of entry” using plain language and super intelligence that is accurate, reliable, and transparent, while maintaining existing lawful service methods like in-person, telephone, and mail options.

Under the order, “covered services” are defined as public-facing online federal services serving more than 100,000 users in a 12-month period. Tax filing services from the Internal Revenue Service and services from the Department of War and the Intelligence Community are excluded. Agency heads are directed to identify their covered services and integrate them with America.gov securely, including through public Application Programming Interfaces and digital forms.

The Administrator of General Services is also directed to integrate Login.gov as the authentication service for America.gov. The order preserves each agency’s custody of its own records and explicitly states it will not create a centralized federal system of records concerning the American people.

The Director of the Office of Management and Budget has 90 days from the signing date to issue an implementation memorandum to agency heads. Agencies must also provide ongoing usage and performance data for their covered services.
